College Students and Means-Tested Welfare Programs Mitigating the Cost for Sub-Median Income Families

 

Low-income families face significant economic hardship when their children pursue higher education.  For some families, it may be more beneficial to cease claiming those children as tax dependents and allow them to enroll in means-tested welfare programs.  This paper examines welfare benefits relative to tax dependent benefits across the strata of sub-median incomes, and identifies pertinent issues families in this position should consider.
